Which software can tell the IT874 1600 patches within delta?

I saw on the web that there's a software that can tell how many patches out of 1600 are within 5 delta E. eg. 95% under 5 delta E, 99% under 8 delta E, Max and Min, etc. What is the name? Thank you.
