CMYK and Spot Color Conversions

Perhaps this is easier than I'm thinking and my brain is just Friday afternoon fried...

Background
I have a client who for a a few years ago started utilizing Pantone 7460 Blue in place of Process Cyan for artwork that was CMYK. This was because the brand utilizes two other spot colors and they wanted a "Standard" 6 color ink set that all vendors could use. Then, a year or two later came along a new green color for "EXTRA STRENGTH". This generated 7 colors but was OK so we went chugging along for another two years without issue as we have the capacity to print more than 6 colors. I'm guessing other vendors lost the related work, double-passed or bought new equipment.

Today
The client has new buyers who want to go back to 6 color but do not want to give up the gamut. Their internal design team got a brilliant idea to just use standard CMYK and the two standard brand spot colors. The green converts perfectly to CMYK however ALL of the elements previously produced utilizing Pantone 7460 Blue in place of Cyan are now very very different. This is where creative thinking comes in...
For raster elements I figure I can create a unique some Photoshop curves and generate a unique curve set that will increase the Cyan and other colors to simulate the color shift the Pantone 7460 Blue previously caused. With Cyan this is pretty straight forward. However, with Yellow, Magenta and Black this value was previously zero and my brain is jello. Any suggestions here?
For vector illustrations I can pre-rasterize and do the method mentioned above.
For solid vector elements and type I can just assign the spot color and convert to CMYK.

Any ideas on how to tackle this beyond what I came up with?

I have the full Esko DeskPack suite (including color tools) at my disposal.
Conversion to a "standard" 6 color process is not currently in the cards.
I do not have profilemaker, equinox or similar.
